The International Peace and Civic Responsibility Centre (IPCRC) and its partner organizations have commended the Anambra State Independent Electoral Commission (ANSIEC) for conducting a peaceful, free, and fair Local Government election on September 28, 2024.
In a post-election statement signed by Prince Chris Azor, Coordinator, and Dr. Kene Chukwu Makwudo, Secretary, the observer group noted that the election was marred by voter apathy, with low turnout compared to registered voters.
The election witnessed a slow start due to logistical challenges, including late commencement of polls in some polling units across the state.
However, the group praised ANSIEC’s preparedness and enthusiasm in conducting the election as scheduled.
“The voting process progressed smoothly, with accreditation done through identification in the voter’s register, followed by voting in designated boxes marked for Chairman and Councillor.
“Counting, collation, and declaration went unhindered in the presence of party agents, security personnel, and accredited election observers,” IPCRC,noted.
The group observed that polling units were properly set up, with Presiding Officers displaying election materials to voters and stakeholders before commencement.
“However, some polling units lacked voting cubicles, contrary to the secret ballot principle,” the group maintained
According to the observer group, ANSIEC ensured priority voting for Persons With Disabilities, pregnant women, and the elderly.
However, the group noted the absence of braille materials for visually impaired voters.
“Party agents from APGA, PDP, and LP were present in most polling units visited. Security personnel from the police, NSCDC, and Road Safety Officials were deployed to maintain order. Additionally, Red Cross Officers were seen at a church in Amawbia, on standby in case of any health emergencies.
“The observer group reported no incidents of over-voting, conflict, or violence throughout the exercise. This peaceful atmosphere was attributed to the effective security measures and the cooperation of citizens.”
The group commended ANSIEC, security agencies, stakeholders, and citizens for their peaceful conduct and patriotism.
To improve future elections, the group recommended improved logistics management to prevent delays, governance reforms and capacity building in local government administration, provision of voting cubicles, early voter education and citizen sensitization, and splitting polling units to contain fewer voters.
The statement concluded that the election marked a significant milestone in Anambra State’s democratic journey, following an over 10-year wait for local government elections.
Governor Chukwuma Soludo’s administration has been praised for conducting the election, which is seen as a crucial step towards strengthening grassroots governance in the state.
The successful conduct of the election has also generated hope for a more participatory and inclusive democracy in Anambra State.
