Intersociety Petitions Anambra Govt, Police Over Dreaded Vigilante Group’s Atrocities

The International Society for Civil Liberties and Rule of Law (Intersociety) has petitioned the Anambra State Government and the Police Command over alleged killings, abductions, and extortions linked to a vigilante group known as the Ndikeokwu-Uli Vigilante Outfit.

In a petition dated September 30, 2025, and addressed to the Special Adviser to the Anambra State Governor, Prof Chukwuma Soludo, on Community Security, Prince Ken Emeakai, and the Commissioner of Police, Dr. Ikioye Orutugu, Intersociety accused the group of killing no fewer than 30 defenceless citizens in Uli and Egbuoma since 2022.

The group allegedly operated with the backing of some military personnel and influential businessmen, disguising its actions by falsely labelling victims as IPOB, ESN, or unknown gunmen.

The rights organization alleged that the group extended its reign of terror to Amorka in Ihiala Local Government Area of Anambra and Egbuoma and Ohakpu in Imo State.

It also accused some soldiers from Imo and Anambra of providing cover for the killers.

According to the petition signed by Intersociety Chairman, Emeka Umeagbalasi, the vigilante group operated an extortion ring, abducting residents and collecting millions of naira in ransom.

It cited the case of Mrs. Ohajuba, who paid ₦550,000 for her son’s release but was later asked for another ₦3 million, and another victim, Mr. Achiose Odemgbe, who was freed after paying ₦3 million.

The petition detailed several killings and destruction of homes and shops in Egbuoma, including a July 11, 2025, attack on Afor-Egbu Market where the group reportedly opened fire and looted traders’ goods.

Following earlier petitions, the state-owned Agunaechemba Security Outfit raided the group’s camps in Uli, rescued five captives, and forced the operatives into hiding.

One of the survivors, Citizen Kosarachi Ohajuba, recounted being held in six detention camps by the vigilante group and some military personnel before being freed on September 4, 2025. His release reportedly sparked jubilation in his Egbuoma community.

Intersociety also alleged that some wealthy individuals in Ihiala sponsored the group for “dirty jobs,” including intimidation and property seizures. It named the group’s leaders as one Kingsley alias “AK-47 De Killer,” and others known as “Oba Ehi De Killer,” “ND De Vampire,” and “Bitter Cola.”

The organization urged the government to dismantle the group and similar outfits, compensate victims, and prosecute any complicit security personnel.

“Justice must be served to prevent retaliatory violence and restore public confidence in lawful security institutions,” the petition stated.
