FG Needs to Hand over Reintroduction of History to States, LGs – Onwubiko

A public affairs analyst, Mr Polycarp Onwubiko has advised the federal government to hand over the reintroduction of history at the basic level of education to the sub national governments, that is the state and local government for implementation in accordance with the Legislative lists among the three tiers of government.

Mr. Onwubiko who spoke with journalists at Awka disagreed with the minister of state for education, Mr. Goodluck Opiah that the Universal Basic Education Commission (UBEC) to recruit 3,700 teachers to be trained and deployed to class rooms across the country, saying that the policy did not factor the financial disposition of the state and local governments which are battling with the payment of salaries and pension of their workforce.

Onwubiko argued that the policy flied in the face of the nationwide clarion calls for the massive devolution of powers to the sub national governments which in another dimension is called “Restructuring governance” to reinvent true fiscal federalism as it was in the First Republic.

The public affairs analyst contended that such critical education policy of reintroduction of history at the basic education level which carries huge financial implications ought to have been discussed with the state governments since that level of education is within their Constitutional responsibility.

Onwubiko further contended that many states and local governments are battling over the payment of salaries and pension due to the dwindling of the revenue receipts from the Federation Allocation Account.

Onwubiko advised the federal government to kickstart the steps to restructure the country giving the overwhelming facts that over 90 percent of the crippling challenges facing the country stemmed from the dumping of the principles of federal system of government as practiced in the First Republic.
