New Year: Fuel scarcity looms in Anambra

The Independent Petroleum Marketers Association of Nigeria (IPMAN), has called on Governor Chukwuma Soludo to pay contractors the sum of N900 million owed them for supplying Automotive Gas Oil (AGO) to power streetlights before they were stopped.

Mr Chinedu Anyaso, Chairman of the IPMAN, Enugu Depot Community in charge of Anambra, Ebony and Enugu States, made the call in Awka on Friday.

Anyaso said the contractor had complied with the directive of the government to return all the generators in their custody in the bid to recover their debts when the contracts were terminated.

He said marketers in the state may have to suspend operations without further notice until the state government paid them.

He said the marketers were heavily indebted to their lenders and their businesses were being distressed because of their trapped capital.

Anyaso said IPMAN had written the Anambra government to inform it that they had met the conditions set for them to pay the marketers their money.

A copy of the letter which was made available to journalists, said the IPMAN general assembly was eagerly waiting for the response of the Anambra government to their demand.

The letter, titled “Request For Debt Payment of N900,664,805.00 owed our members for Diesel supplied and Services Rendered in Respect Of Street Lights”, was addressed to the ministry of Local Government, Chieftaincy and Community Affairs

“We refer to your response on the above subject, dated Nov. 3 on the report of some vendors that are yet to return some of Government-owned generator sets allotted to them for the street lights projects.

“Be informed, Sir, that all the generators have been fully returned to the Government.

“We, therefore, humbly request that the debt payments owed our members for diesel supplied and services rendered be treated and paid as promised,” it said.

The Justice Development and Peace Caritas (JDPC) Catholic Diocese of Nnewi has solicited the support and cooperation of government officials towards the success of its Community Resilience Engagement and Management (CREAM) project in Anambra State.

Its Director, Rev Father Ben Chima Okolo, made the appeal when he led other members of the organization and representatives of communities on an advocacy visit to the Director Planning in the Ministry of Budget and Economic Planning, Mr Arthur Iwuanya.

Rev Fr Okolo told their host that the visit was to solicit cooperation that can promote the reach and impact of their intervention which targets to address the increasing difficulty in accessing health and education by citizens in Anambra regardless of the laudable policies of the State government in the health and education sector.

“Nigerians have been through a lot of socio-economic problems and many more people have been thrown into abject poverty. As a result, an increasing number of residents can neither attend to their health nor cater for the education of their children”.

In his contribution, a team member, Onyekachi Ololo said that due to the nature of the organization, some of the citizens come to ask for favours and support mostly in areas of their health and education.

“JDPC Nnewi therefore designed the CREAM project as what we can do on a larger scale that can benefit all and sundry. So, it’s aimed at helping the citizens across the communities to build resilience and cope better with the economic realities of the time”.

He further explained that the CREAM project, which is being piloted in six local government areas across the three senatorial districts of Anambra state, is targeted at assessing the impacts of existing laws and policies in the health and education sectors.

“Those laws and policies are meant to increase access to education and health. So, if they are not working, that is counter-productive. So, our goal is to further assist the government to achieve its lofty objectives in the two sectors.

“The CREAM project is being piloted in twelve communities in six local government areas. We selected two local governments in each senatorial district and we have two communities under each of the local government areas. We are executing this project with the support of the Nigerian Civil Society Situation Room with funding support from Foreign, Commonwealth, and Development Office (FCDO).

According to Ololo, certain information is needed to successfully carry out the project especially in the area of Health and Education Budgetary allocations and implementation of the State. “We felt that as partners with the government, we can source that information and seek clarity from your office and other relevant MDAs”.

“For instance, we observed that across all the secondary schools, a sum of N150,000 was budgeted in 2022 while each of the primary health centres has a N130,000 budget. We needed clarifications on that, though we are aware that agencies under the ministries of education and health have their budgets also.

“You are the expert in this area, we come to see how we can be rightly directed to get the right information which will help us to achieve the goal of CREAM,” Ololo concluded.

Responding, the Director Planning, Mr Arthur Iwuanya, took his visitors through the process of budget preparation to presentation and implementation noting that the civil society had been deeply involved to enhance transparency and accountability.

“We have in Anambra State what we call Community Charter of Demands which has eliminated a top-bottom approach to budget preparation. So, you can say that our budgets are people-oriented.

“However, On the N150,000 and N130,000 allocated to each secondary school and Primary Health Centre, only the concerned ministries will be able to explain the reason for that. So, I will also advise that you interface with the Ministries of Education and Health on that”.

Mr Iwuanya also advised JDPC Nnewi to also seek an audience with the Commissioner for Budget and Economic Planning as well as the Permanent Secretary of the Ministry. “That the civil service rule respects hierarchy upon which I can only attend to you the way you want without the permission of the two bosses, I will be restrained”.

JDPC Nnewi had the Advocacy Meeting with five representatives from the CREAM’s pilot communities.
